PR Description
This PR introduces the Job Vector Generator (F06) feature, which converts job descriptions into structured numerical vectors representing skill requirements.
Each job is parsed and mapped into a 5-dimensional vector aligned with the candidate ability model:

DevOps
Design
The generated vectors are stored in job-vectors.json and can be used for candidate-job matching.
