This pull request upgrades the xUnit and Microsoft package versions used by the test and runtime dependencies, and consolidates the scattered Copilot instructions into a single AGENTS.md source of truth.

Dependency updates:

• Moves the xUnit v3 test stack and the Microsoft.Extensions, Microsoft.Data, and System.Text.Json packages to their latest releases across the net9.0, net10.0, and netstandard2.0 package groups.
• Validated by a solution-wide Release build (0 errors) and a passing Cuemon.Core.Tests run (2324 passed, 0 failed).

Agent instructions:

• Makes AGENTS.md the only shared repository instruction file, folding in the test, benchmark, and XML documentation guidance previously kept in .github/copilot-instructions.md.
• Removes the separate Copilot instruction file and updates the .bot/README.md pointer so contributors and agents read one place.
