[Containers] All limits can be increased

Updated the Containers limits page to make it explicit that all limits can be increased, not just instance sizes.

Changes made

File: src/content/docs/containers/platform-details/limits.mdx

1. Custom Instance Types section: Changed "If you need larger instance sizes or higher account-level limits" → "All limits on this page can be increased" so it no longer sounds like only certain categories are adjustable.

2. Account limits section: Added a :::note admonition at the top explicitly stating: "All account limits are defaults and can be increased."
