ci: post each release, or a failed release build, to Discord - #219
Conversation
The release is created with the job token, so no release event fires and repo-events never posted it. build.yml now posts the release with its first commit lines and a link, or the failed build with the jobs that failed. release.yml passes the webhook into build.yml.
