Update contents of vscode-chef upon Chef Infra Client release

I want the latest snippets available in my text editor,
So that I can use new functionality from Chef Infra Client in my cookbooks

We need to make sure that each Chef Infra Client release triggers the latest content getting added to the vscode plugin. Some of the content is auto generated and we could subscribe to releases to trigger updating that content via the rake task in the vscode-chef repo. This could be used to create PRs which would be shipped.

BTW, one easy option is a GH Action that runs this regularly. If someone had time and wanted to write a PR for that, I bet it'd get approved more quickly than waiting for someone internally to do it.
