core is to remove provider-db support at chatmail/core#8437

this adds a banner to tell users coming to https://providers.delta.chat and give some hints what to do instead.

I generally don't like using nine.testrun.org in examples because it makes it more special, alternative can be referencing the spec at https://datatracker.ietf.org/doc/draft-ietf-mailmaint-autoconfig/ (better link https://wiki.mozilla.org/Thunderbird:Autoconfiguration is now outdated)

But overall does not matter that much, even just archiving the repo is fine

btw cosmos.delta.chat has provider database link already removed since deltachat/cosmos#25
