C-TEA

Constrained Template Evidence Acquisition for Risk-Aware Governance DOI

C-TEA is a sequential evidence-acquisition policy for settings in which obtaining missing evidence is an executable institutional action with cost, delay, safety, group-risk, and review-capacity constraints. The framework uses workflow-valid evidence templates, uncertainty-aware acquisition priorities, explicit feasibility/support gates, dual-price governance constraints, and machine-readable action ledgers.
