Test retired tvOS badge cleanup behavior

Summary

• extract retired tvOS provider-badge cleanup into a Foundation-only ContextPanelTVSupport helper
• behavior-test preference cleanup, exact pending request removal, state-file deletion, zero badge count, and idempotence
• retain only the tvOS-only integration and no-replacement-notification source guards
• keep the separate TVServices Top Shelf scale-registration source contract unchanged

• no-op/wrong-count mutation failed on badge count, request identifiers, preference state, file state, and repeated cleanup
• three focused tvOS policy/source tests passed
• generic ContextPanelTV Debug build passed for tvOS 27
• routine Swift lane passed 894 tests
• scripts/commit-gate.sh
• JetBrains changed-files inspection found only existing product-name spelling hits; no semantic finding
• Opus exact-SHA final review approved af1ec7d; Gemini was invoked for planning and final review but returned no usable text

Scope

• one pure support helper, tvOS delegate wiring, focused tests, and regenerated Xcode project membership
• cleanup timing and on-device identifiers remain unchanged
• no widget, provider, account, storage schema, or canonical installed macOS runtime behavior changed
