Move provider fetch/classify into subscribe/iplibrary.py, replace netstat port scanning with PortReservation, query HTTPS through CONNECT+TLS, and demote fallback logs to debug unless all providers fail.
Wire regularize.score from group config so residential results can be named as [PROVIDER|NNN] when a trust score is present.
