feat: add web and desktop servo recovery workflows

Summary

• finish the shared web and desktop apply/discard flows, including mode-change flashing and recovery
• add desktop RPC parity for flash progress, file load/save, recovery firmware selection, and reconnect handling
• harden the shared UI around chart alignment, progress/status UX, log behavior, and firmware asset handling
• add a GitHub Pages deployment path for the static WebHID build, including bundled firmware assets and favicon handling

Validation

• manual hardware verification on the Axon Micro for same-mode apply, mode-change apply, discard, and recovery
