Rename build.ps1 to make.ps1

The build.ps1 script for building on Windows should be renamed to make.ps1. It should also support the basic actions of build, install, website and release.

I wrote a make.ps1 for antennaApp, that could be used as a template for make.ps1 based on the target language and platform (e.g. typescript for browser versus usual OS and CPU targets).
