build(deps-dev): bump @types/node from 25.6.0 to 25.9.3 - #831

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions/cache@v3, actions/checkout@v3, actions/setup-node@v3.
