Add a compiled GitHub Actions workflow (ci-doctor.lock.yml) implementing the "CI Failure Doctor" automated CI failure investigator generated by gh-aw. This file is auto-generated from ci-doctor.md (do not edit directly). Also add .gitattributes to mark .github/workflows/*.lock.yml as linguist-generated and to use the "ours" merge strategy for those files.
Enable manual triggering for the CI Failure Doctor workflow by adding `workflow_dispatch` to the events list so it can be run from the GitHub UI in addition to the existing scheduled workflows.
