Scope checks to affected code and remove redundant worktree and approval rituals. Preserve project invariants, signing and native desktop verification.

Validation: reviewed the complete instruction changes, checked Claude imports, and ran git diff --check. No application code changed.

Rewrites the agent guidelines in AGENTS.md so Rust lint/format/test and desktop validation run only for the crate and manifest actually changed. Frontend-only and docs changes no longer trigger Rust checks.

• Replaces the previous catch-all test and desktop-validation requirements with focused checks for the changed area, plus broader checks before delivery and Tauri-flow validation on an isolated desktop or documented Windows route.
• Replaces worktree creation/cleanup rules with an assigned-devbox or active-machine policy, removal of clean landed worktrees, and account-wrapper checks for merged PRs on squash-merged branches.
• Behavioral Change: agents previously required to run full Rust checks on every change now run scoped checks, so coverage before delivery depends on the new pre-delivery step being followed.
