Remove explicit hook timeouts so each agent applies its own event-specific limits. Update Grok validation to expect omitted timeout overrides.

matching claude code and codex, use the default timeouts from the harnesses instead of trying to override them. If we really need timeouts, we can add them later after benchmarking accordingly.
