Add compact dashboard view

Summary

• Add dashboard_view config with auto, full, and compact modes.
• Render compact dashboards as a reduced one-row table with dense status tokens for CI, reviews, required approvals, and unresolved threads.
• Add a Dashboard view picker in Settings and include project Cursor guidance files.
