…eld/excluded targets Closes #107. Published pages linked to withheld/excluded pages (website 404s). Retargeted 6 links to published equivalents; unlinked the rest to plain document names with prose repair. Enumeration over all website-eligible pages reports zero published->unpublished links.

Problem
26+ published plugin-corpus pages linked to withheld/excluded pages, so site readers hit 404s (website T6 audit: 198 new dead-internal-link warnings on the newly published plugin pages).
Fix (issue option 1: fix the links)
Enumerated every outbound Markdown link from all 28 website-eligible pages (website_publish:true + passes the website#97 rule) and classified targets: 76 instances across 15 source files pointed at withheld (
runtime/*-rfc,packaging/*-rfc, index READMEs,specifications/manifest-capability-authority) or excluded (product/plugin-roadmap, extensibility candidates,sdk/net-request-surface-candidate,architecture/diagrams/README,docs/tree) targets.No website_publish flips: publication eligibility stays owned by the website#97 rule; the withhold list is unchanged.
Verification
just checkgreen in the worktree (fmt-check, markdownlint, links, metadata, language, agents, hygiene, svg, actionlint - 103 files, 0 issues).act -n -W .github/workflows/ci.ymldry-run succeeds.
