• All 9 current harnesses PASS: seven Site Agent harnesses, mutation-lease audit (25 assertions), site-mutation-lease (26 assertions). Separate node --test tests/b1-2-event-counter.test.mjs: 56/56 PASS.
• Verifier registry: 75 current (including one CI workflow module), 2 historical (verify-p30-research-library-r1.mjs must run on 8e4c72a4...; R2 on 2298fa93...), 2 UNRESOLVED/FAIL classification (verify-b1-2-event-counter.mjs, verify-live-headers.mjs without release manifest binding). These two are not claimed as current PASS.
• A real Vercel Preview and its VERCEL_POLICY_GATE=PASS with PROVIDER_BOUND receipt are still required. Cloudflare provider-bound gate is not claimed. Do not fake provenance with local env overrides.
• Earlier vercel link unexpectedly created a local OIDC token file. That local .env.local and linked .vercel directory were subsequently removed without reading the token; local deletion does not prove server-side token revocation.

Next gate

Verify exact GitHub head/base/tree, all CI checks, Vercel Preview READY and provider-bound build-log evidence, reviews/threads and no drift. Keep this PR Draft pending a separate explicit owner decision. No production deploy.
