Pins actions/checkout, pnpm/action-setup, and actions/setup-node to their full commit SHAs to satisfy SonarCloud security gate (C rating on unpinned external actions). Adds --no-frozen-lockfile so pnpm v11 can install against existing v10-format lockfiles in CI without failing or committing any lock changes.
