Backports the merged paradigmxyz#27939 and paradigmxyz#27940 (squash commits 58a9fc1, e3232dd, including reth team review changes) onto
backport/v2.5.2/main(currentlybase-v2.5.2.8) so Base full snapshot downloads keep the prebuilt history indices instead of rebuilding ~13.4M blocks of them; tag the merge asbase-v2.5.2.9.
