fix(m365): retire unimplemented Outlook send contract

Summary

• mark the unshipped Microsoft 365 transport and Outlook send commands as planned
• remove the unprovable Graph message-id output and document acceptance-only 202 semantics
• expose agent/command status in JSON and add regression coverage
