Use centrally scheduled organization metadata sync

Closes #4

The local metadata trigger fails because Autogrammar has no ORG_SYNC_PAT. Replace it with the central six-hour schedule already merged in semcod/.github#1, and index the repository guide in docs/README.md.

Validation: central run https://github.com/semcod/.github/actions/runs/33996250463 succeeded for autogrammar/imgl; API readback confirmed the organization topic and unchanged homepage. The coordinator passed 19 unit tests. This change removes only the broken trigger and adds its operational documentation.
