Update internal packages and add daily freshness checks

The previous Goal dependency prevented installing the latest tool on the application's minimum supported Python. Move Goal to a Python >=3.12 automation group and update the internal packages in uv.lock to the published stable targets. Application Python support remains unchanged.

Add daily grouped Dependabot updates for the explicit internal package catalog, a read-only freshness workflow, and locked tests on Python 3.10 and 3.13. Repository-owned instructions live in docs/dependencies.md and are linked from README. Updates still require tests and the repository's merge rules.

Uses timezone.utc for Python 3.10 timestamp compatibility and exposes the repository-owned MCP adapter source to pytest so its execution-permission test runs without installing the optional control stack.

Validation: 163 passed, 11 skipped on each matrix version; uv lock --check; Goal dependencies --check against PyPI; wheel and sdist build. Hosted checks run on this PR.

CI installs Tesseract and English/Polish language data for the OCR/web integration tests; the Python OCR extra alone does not provide the executable.

The existing main-supervised-autonomy ruleset requires an independent review of the latest push and a successful check named test. The aggregate test job requires both Python jobs to succeed. Use a merge commit after review, as required by the repository rules.
