Current-head review at 2e946ce833517bea24ba81a1012ed4f127330787: no blocking findings. The coordinator contract now selects the minimum distinct specialist coverage, preserves independence and provenance, and explicitly avoids duplicated findings and unsupported ceremony. portable checks run 1059 completed successfully, with no existing review comments or unresolved threads. Ready for merge under the user's explicit authority.

Coordinated review currently protects independence but does not strongly prevent redundant specialist coverage or repeated findings. This makes the minimum justified specialist set the default and trims duplicated handoff guidance.
