Current-head review at 0fc3cf3eea5eb4426ebc145d26649f146d12b398: no blocking findings. The added tracker rules apply only to coordinated multi-PR work, preserve a single authoritative item identity, and avoid imposing ceremony on ordinary PRs. portable checks run 1056 completed successfully, with no existing review comments or unresolved threads. Ready for merge under the user's explicit authority.

Keep coordinated PR formatting within the PR policy
In coordinated multi-PR cases this directs each PR to use a table with column headings, which conflicts with the session-wide PR contract that bodies stay to 0-2 motivation-first sentences with no headers. Because this skill is manifest-installed runtime guidance, invoking it for coordinated PR work can produce PR descriptions that violate the global PR policy; keep the table in the tracker or explicitly reconcile the exception.
