Add ze-validator and dependency updates

This PR mostly adds dependencies required for ze_validator (the Level Zero validator tool):

• rgl, a graph library used for cycle detections, that we will likely re-use for other validators in the future
• rtree3, a red-black tree data-structure: ruby has none standard, and we needed one for tracking allocated memory

Additionally the PR:

• Alike b24b8cc it adds a few depends_on("gmake", type="build") that were causing build errors on my system
• Add a variant +ze-validator that:
  • Enables build of rgl and rtree3
  • Sets --enable-ze-validator when building THAPI (this flag is added by adding ze_validator to argonne-lcf/devel THAPI#529)

yeah know issue inside the spack. I opened it there. Look like every ruby gemm who build some natice c code will need that.

Suprised that old the ruby packaged need it...

LGTM. Can merge when the validator PR have been merged

I removed the dependency to rgl.
The lib was not really helpful for what we needed (detecting cycles, and returning the first one if any).
Reflected in THAPI with argonne-lcf/THAPI@e402379
