Fixes the post-merge release and Pages deploy failures from PR #51.\n\n- release workflow now uses the versioned vault-seed release plan script instead of the removed scripts/release-engine.mjs path\n- site data test no longer depends on ignored .refarm handoff artifacts; it derives package and acceptance facts from the release plan\n- workflow contract test now guards against the stale release-engine path\n\nNo npm publish is triggered by this PR.
