Summary

  • Part of ... links are created with addCloseIssueReferences. GitHub allows 10 manual links per issue, and the 11th fails the whole action with Issue exceeds manual reference limit.
  • Skip issues that are already linked, and when an issue is already at the limit log a warning and continue. The linking and estimate check reads the pull request body, so the missing sidebar entry does not fail those checks.

Depends on

Merge #70 first. That PR stops the action from moving a closed pull request back to "Pull Request" on the team board. This change does not include that fix.

Test plan

  • Open a pull request whose body says Part of an issue that already has 10 manually linked pull requests. The action warns and still finishes.
  • A pull request that links an issue under the limit still adds the Development sidebar link.
  • Re-running the action on an already linked issue does not call the link mutation again.

GitHub rejects the 11th manual link with "Issue exceeds manual reference limit", which failed the whole toolkit run. The sidebar link is optional; the linking check reads the pull request body directly.
