chore: add SeaweedFS to release workflows

What

• add SeaweedFS to the manual chart selection in the addon release workflow
• add SeaweedFS to the manual chart selection in the addons-cluster release workflow

Why

SeaweedFS was added to release-1.0 in #3493, but the GitHub release workflow engine lists were not updated.

Verification

• git diff --check passes
• SeaweedFS appears in both release workflow option lists
