Replace the README with a notice that the project is no longer maintained, pointing users to the Administration UI documentation (https://pulsar.apache.org/docs/administration-ui) to find alternative solutions. Add a SECURITY.md stating that the project is unsupported and that new security findings for it are not acknowledged. Update .asf.yaml: describe the project as no longer maintained, point the homepage to the Administration UI documentation, replace the topics with unmaintained and deprecated, and disable issues, wiki and projects. Run the Java CI workflow only when started manually.

Motivation
Apache Pulsar Manager is no longer maintained by the Apache Pulsar project, and using it is not recommended. The repository should say so clearly and point users to the Administration UI documentation, where they can find alternative solutions. Its documentation is being removed from the Pulsar website in apache/pulsar-site#1234, which adds the Administration UI page and redirects the old Pulsar Manager pages to it.
Modifications
README.md: replace the content with a notice that the project is no longer maintained and not recommended for use, a short description of what Pulsar Manager was, a pointer to the Administration UI documentation for alternative solutions, and a note that the source code stays available for reference only.SECURITY.md(new): state that Pulsar Manager is unsupported, with no supported versions or further updates, and that the Apache Pulsar PMC does not acknowledge new security findings for it. For maintained Apache Pulsar projects, the Apache Pulsar security policy applies..asf.yaml: describe the repository as no longer maintained, set the homepage to the Administration UI documentation, replace the topics withunmaintainedanddeprecated, and disable issues, the wiki and projects..github/workflows/gradle.yml: run the Java CI workflow only when started manually (workflow_dispatch), not on pushes or pull requests.The links to https://pulsar.apache.org/docs/administration-ui will work once apache/pulsar-site#1234 is merged and the website is published.
