[dist] Update bundled dependency NOTICE and licenses for 0.3#832

Audit dist/common shaded dependency set for 0.3 release. Add AWS SDK (bedrock, s3vectors), Milvus, fluss-client and transitives; correct versions for existing entries. Add BSD-3 (protobuf, asm) and MIT (checker-qual, tree-sitter, animal-sniffer) license files. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
