doc: fold the 2.0.1 and 2.0.2 hotfixes into 2.1.0 (#85491) - #266

Shipping a hotfix through our release process is expensive, so the two patch releases are withdrawn and their content ships as one 2.1.0 instead. The code is unchanged and already on main; only the changelog is restructured. - doc/changelog/2.0.1.md and 2.0.2.md are replaced by 2.1.0.md, describing the legacy-route redirects as one entry instead of a fix and a fix-of-the-fix. - The 2.0.1 and 2.0.2 releases and tags are deleted, so the published history goes 2.0.0 -> 2.1.0.
