There was some ambiguity around the conventions of usernames and passwords used in GOV.UK's databases. This commit: - Clarifies that passwords should not have special characters - Better explains the differences between the aws_db_admin user and the user you're creating - Clarifies the naming conventions for the secret and for the database itself - Hand-holds a bit more on the 'retrieving secrets you will need' section - Adds corresponding MySQL instructions alongside the Postgres ones - Adds missing step for setting up env sync Jira: https://gov-uk.atlassian.net/browse/WHIT-3578
