Adds a RPC Endpoint Benchmarks section to the Useful Resources page.

What it does: OpenChainBench probes Algorand algod API providers (AlgoNode, Nodely) every 60 seconds from US-East, EU-West and Singapore, publishing live p50/p90/p99 latency data for the GET /v2/status endpoint.

Why it fits here: The Useful Resources page collects tools and services useful to Algorand developers that don't have their own dedicated doc page. Knowing which algod endpoint responds fastest from a given region is a practical concern for any developer building on Algorand — especially for dApps with latency-sensitive UX.
