All four France THT grid_layout.json now localize 100% of voltage levels (previously ~2.5% were neighbour-filled because they were missing from grid_layout_rte.json). With the upstream layout completed, every VL gets its exact substation coordinate — no fill, no off-map sites. Regenerates the per-grid grid_layout.json and the France THT preview map.
