P2 Badge Record PR #929 review findings as fixed

The authoritative v318 corrective memory entry (.hive/memory/decisions.jsonl line 310) says the two Codex P2 findings on PR #929 were both fixed in a follow-up commit, but this PR #929 summary records them as rejected; the new header/archive repeat that status. Future PM handoffs use this section to decide whether prior reviewer findings were accepted, so this should be corrected to “fixed” everywhere PR #929 is summarized.

P2 Badge Avoid overstating draft RFCs as implemented

This v319 memory entry says the sprint queue is empty because RFCs 0113-0126 Implemented, but RFC-0121 and RFC-0123 are both listed as governance-Draft in the same sentence and in their RFC files. Because decisions.jsonl is append-only and used for later PM grep-based handoff, this reintroduces the range overstatement fixed in the v318 corrective append; use the explicit implemented range (0113–0120/0122/0124–0126) or make the exceptions unambiguous.

**Pre-flight:** CHARTER.md §2/§5.1/§5.10/§5.12/§5.13, _orchestrator.md, decisions.jsonl tail-20 (v318 last at line 309 — two entries), anti-patterns (governance-Draft, append-only, git-workflow patterns reviewed), PM state v318 (develop HEAD `30751b7`), v0.2 PRD.

P2 Badge Point the v319 pre-flight at the corrective entry

The archive says the pre-flight saw v318 last at line 309 — two entries, but in the parent tree the v318 corrective append is line 310 and line 308 is v317. Since these PM archives are used as grep-based handoff for append-only memory, following this pointer skips the corrective record that explains PR #929 findings were fixed; update it to reference lines 309–310 (or just line 310 for the corrective append).

P2 Badge Preserve the required audit trail in the dispatch log

The v319 action list stops at opening the chore PR, but .hive/_orchestrator.md Mandatory Post-flight item 4 requires every invocation to append .hive/audit/YYYY-MM-DD.jsonl, and the process anti-pattern notes this is mandatory even though audit JSONL files are gitignored. Because this PM state is the durable handoff for v319, add the audit append here if it happened, or perform and record it before marking the dispatch complete.
