Add the missing v299 archive entry
This line advances the live PM state to dispatch v299, but the PM Dispatch Archive still has no 2026-06-19 PM dispatch v299 section; it jumps from v298 to v297. Because this file explicitly says all dispatches from v129 onward are archived, the v299 actions (#907 merge, #908 open, ×159 escalation) lose their detailed handoff/audit record and future PM sessions have to reconstruct them from decisions.jsonl instead.
