Reject — the increment is a single step, not a double-skip.

The parent commit d9aa509 (PM dispatch v181) carries the title "P0 escalation ×46 for #568", making ×46→×47 a correct single-step increment. The mismatch you observed (v181's live-priorities prose says ×45, commit title says ×46) is a pre-existing v181 internal inconsistency introduced before this PR; it is not introduced here.
