Bumps tracing_app_chart_version to 0.2.9 so provisioned E2E stacks pick up tracing-app message deeplink redirect fix.

Re-checked after the rebase/force-push. The PR now cleanly changes tracing_app_chart_version from 0.2.8 on main to 0.2.9; the referenced release exists and terraform fmt -check still passes for the changed file.
