Add eight related-specification section links to the control catalog, retaining all 30 permalinks and the existing CRE mappings. The other 21 public catalog entries remain without a section reference in this change; the private topic remains unlinked.
The weight-custody entry previously made an unqualified claim against infrastructure operators. It now states the release-policy boundary and residual operator trust, and links directly to WCM's guarantee-scope section.
Validation: regenerated
/go/withpython tools/build-controls.py;python tools/build-controls.py --checkpasses for the index and all 30 permalink pages. No control IDs, slugs, or CRE relationships change.Keep this PR in draft until the dependent anchor PRs are merged and their deployed fragments are checked. Related-section links do not assert whole-control conformance. Contributes to agentrust-io/trace-spec#213.
