Two shipped features were unreachable on the same missing piece. pkg/store now keeps a time-keyed, self-thinning snapshot history alongside the latest-per-cluster row, unblocking kilter backtest --cluster. api.Brain now holds the evidence.Memory that explanations are grounded in and citations are re-resolved against, unblocking the why-cost and explain routes -- both gated on Verify, so an answer whose citations no longer resolve is not served.
