One resumable ModifyDBInstance carrying IOPS, throughput and allocated storage, gated on an ApprovedStep no package outside pkg/rds can construct, in front of 22 pure refusal predicates that block on every unknown. Dry-run is the default; a poll budget that runs out is in-flight, not success. Every step records its From state so the ledger can undo it. No live AWS call anywhere, tests included: all I/O goes through the StorageActuateAPI seam. Co-authored-by: kording <74226694+kording@users.noreply.github.com>
