Looks good to me @Pete-Y-CS! Very glad to see ongoing work on this important codebase, I still point people towards https://plan.activetravelengland.gov.uk/ all the time and these fixes will keep the dataset up-to-date 🎉 |

Fix a few broken layers scripts - several remain broken, mostly due to ZScaler breaking a file download.

Local Planning Authorities
Road Noise
Rights of Way
Broken for unknown reason:
Cycle paths
Then the rust based ones don't seem to work on DfT laptops, will need chasing up service desk!
