Skip MudBlazor scripts in WebAssembly global bundle for Blazor Web App

In Blazor Web App, the server bundle already loads MudBlazor.min.js. Loading it again from the WebAssembly global.js recreates window.mudPopover after the popover service is initialized, so every popover logs No Popover Container found with class null.

BlazorWebAssemblyMudBlazorScriptContributor now skips the MudBlazor scripts when InteractiveAuto is set, the same way LeptonX skips bootstrap.bundle.min.js.
