This PR adds Stylelint checks to the CSS pre-commit workflow, as discussed in Trac ticket https://core.trac.wordpress.org/ticket/29792
The new lint:css task checks core CSS for:
The task runs before postcss:core as part of precommit:css. Generated minified and RTL files are excluded.
