feat: seed About Us CMS pages for the local stack

Description

• Adds scripts/seed-about-pages.sh, which creates the About Us CMS pages in the local database using the default content already in
  src/main/resources/init-data/: ABOUT_US, TEAM, COLLABORATOR, CODE_OF_CONDUCT, PARTNERS and CELEBRATE_HER.
• Why: until a page is in the page table, its public endpoint shows the default content, but the admin portal can't edit it because PUT /api/platform/v1/page returns 404.
• Safe to re-run: pages that already exist are skipped, so local edits are kept. --force resets them to the default content.
• Local only: the script stops unless API_BASE is localhost, 127.0.0.1, host.docker.internal or springboot-app. ALLOW_REMOTE=true
  overrides this.
• init-local-env.sh runs it right after the MENTORS page, so ./scripts/app-stack.sh up and ./scripts/app-stack.sh seed include it.
• Updated docs/qa_local_setup.md and the comment on the seed service in docker-compose.qa.yml.
