test: remaining CrowdSec Playwright specs use tolerant guards that can hide regressions #1526

Description

@Wikid82

What: several CrowdSec Playwright specs still use tolerant "may not be implemented" annotations and isVisible().catch(() => false) guards, so they can pass without asserting the feature works.
Where: tests/security/crowdsec-dashboard.spec.ts, crowdsec-decisions.spec.ts, crowdsec-diagnostics.spec.ts, crowdsec-console-enrollment.spec.ts, crowdsec-import.spec.ts, and non-preset cases in crowdsec-config.spec.ts (back navigation, config file list/content, export, console enrollment, status indicators).
Suggested approach: replace with deterministic stubbed-API assertions like crowdsec-preset-apply.spec.ts; run under --project=security-tests.

Found while working on #1525 (preset tests in crowdsec-config.spec.ts were already converted there). Severity: low.
