REST: /services/configs/conf-*, /services/properties, btool REST (validate=true).
Ponytail: generic conf access covers a large surface with little code; keep it typed/scoped enough to stay safe and discoverable, never a blind write.
Acceptance: server-side validate runs in the plan step; writes gated; JSON output; tests.
