Existing control plane retained exactly

• required status checks remain present;
• strict status mode remains enabled;
• exact required status context remains validate;
• required signatures remain enabled;
• required linear history remains enabled;
• code-owner review enforcement intentionally remains disabled until this exact candidate is independently reviewed and accepted on main.

No source behavior, required-status-check policy, signature policy, linear-history policy, ruleset, or branch-protection setting is changed.
