Expect 422 instead of 400 when an incompatible protocol version is requested. This aligns the test expectation with the actual behavior of the server which returns 422 Unprocessable Entity for unsupported versions. TAG=agy CONV=f18b5e19-6aa1-4077-8c47-307f31ac4b73

Fixes ProtocolTest.test_version_negotiation failure where 422 is returned but 400 was expected.
